The measure would have amended Santa Clara's city charter to change from a council-appointed mayor to a directly-elected mayor serving four-year terms with an eight-year lifetime limit. It would have allowed a person to serve up to 16 years combined as mayor and council member within any 20-year period, with mayoral service not counting toward council term limits.
