To maintain public safety, shall the Bear Valley Community Services District replace the existing non-lockable mailboxes with lockable mailboxes (cluster mail box units) by levying a one-time special tax of $140 on each parcel of land and providing a comprehensive audit to ensure proper use of the tax revenue. The tax will be levied through a one-time property tax on each privately owned parcel within the district.
