Shall the City Charter be amended with respect to minor fiscal matters as follows: (1) Section 7.09 and 7.10, updating Charter to conform to changes in state tax and assessment law beginning with the passage of Proposition 13 in 1978; (2) Section 7.095 deleting and reserving section; (3) Minor procedural and typographical amendments: sections 7.05, 7.06, 7.15, 7.19 and 7.20?
