Shall Section 806 of the Charter of the City of Big Bear Lake be amended to make any elector of the area served by the Department of Water and Power eligible for appointment to the Board of Water and Power Commissioners, and prohibit City employees and commissioners and elected or appointed board members of any governmental agency having jurisidiction over any area served by the Department from becoming or remaining members of the Board?
