Shall the Charter of the City of San Bernardino be amended to (1) make the City Attorney, City Clerk and City Treasurer appointed, rather than elected positions; (2) allow for greater flexiblity in the employment of additional legal services; and (3) add professional qualification requirements for the positions of City Clerk and City Treasurer?
