Shall the Sonoma County Civil Service Ordinance be amended to: change the appointing responsiblity for the director of human resources from the Civil Service Commission to the Board of Supervisors; add the director of human resources to the list of unclassified employees; and allow the Board of Supervisors to amend the Ordinance without voter approval so long as amendments do not nullify the basic principles of the Civil Service System?
