In order to make up lost funding and to provide adequate funding for public safety, street and park maintenance, tourist promotion and other services/projects for the residents of the City of Blythe, shall the City's tax on transient occupancies ("Hotel Bed Tax" and "TOT"), collected by hotels from tourists, visitors to the City and all hotel guests, be increased by 3% from 10% to 13% of the daily room charge.
