To maintain early reading programs, small class sizes and school libraries, support science, writing, mathematics, arts, and technology, retain and attract quality teachers and staff, and maintain safe schools, shall the San Carlos School District replace its existing special tax, increasing the rate by $75 for a total of $185 per parcel per year beginning July 1, 2009, with cost-of-living adjustments not more than 3% annually, an Independent Oversight Committee and offering a senior exemption?
