To keep school libraries open, maintain computer and technology programs, reading programs, smaller class sizes, music and arts programs, child counseling services, and provide for necessary educational programs and materials, to the extent such funds are available, shall the Wilmar Union School District be authorized to renew an annual parcel tax of $50 for eight years, beginning July 1, 2008, with citizens oversight committee, exempting parcels owned and occupied by persons 65 years of age or more?
