Shall the City of Fillmore's General Plan be amended to create a North Fillmore Specific Plan area with a density of 1-5 units per acre with a maximium of 350 dwelling units permitted for the entire 101 acres, including a 10-acre park, where existing industrial uses within the area would be allowed to continue, expand or be modified?
