(ADVISORY) If the 3% increase in the Utility User’s Tax is approved, should not less than 65% of the funds generated by the increase be expended for infrastructure improvements, such as repair, replacement and improvement of water lines, reservoirs, sewer facilities, streets, sidewalks, parks, public buildings and other such infrastructure facilities and not more than 35% of such funds be expended for employee salaries?
