Shall various sections of the City Charter be updated to eliminate obsolete provisions and promote efficient City operations, including, for example, raising the public works bid threshold from $5,000 to $50,000, indexing various provisions for inflation, removing department heads from civil service and making them at-will employees, and making related amendments to the Charter?
