Shall City Charter Article 45 be amended to delete the requirement that the Charter and ordinances can be enforced only by misdemeanor prosecution with penalties up to $1,000 and/or one year imprisonment, and instead to allow enforcement of the Charter and ordinances by misdemeanor, infraction, civil, or administrative action, and allow penalties to be set by ordinance or by reference to the general laws of the State of California?
