Shall the Ordinance which deletes, during the period starting on January 1, 2008 and ending on December 31, 2013, the maximum annual business license tax limit of $3,000 set forth in Section 7.04.220 of the Pacific Grove Municipal Code, be adopted as a general tax so long as Measures P and Q are also approved by a majority vote in this election?
