Shall Charter Section 1007 be amended to add a provision that if two employee-nominated members of the Personnel Board are not nominated and elected within six months of a vacancy then the City Council may fill the vacancies by direct appointment and delete the prohibition against officers in any local, state or national partisan political organization from serving on the Personnel Board?
