This measure would have required all bills passed by the California legislature to take effect 90 days after the legislative session ends, rather than immediately upon the governor's signature, and would have given the governor 60 days to consider bills before signing or vetoing them. It also would have provided additional time for citizens to petition for referendums on new laws.
