[7] Shall Article VI, Section 13 of the Charter of the City of Glendale be amended to provide that vacancies of city council, city clerk, or city treasurer be filled by appointment within 30 days, or otherwise call for an immediate special election to be held within 120 days unless the earliest next general municipal election or next county of state election with which a city election may be consolidated is no more than 180 days later?
