CHARTER AMENDMENT NO. [8] Shall Article IX, Section 2 of the Charter of the City of Glendale be amended to provide that in the event the City manager is incapacitated from performing the essential functions of his duties for a period of thirty days, the Assistant City Manager shall perform such duties during such time and that on or after the thirtieth day of incapacity, the City Council may appoint an interim City Manager?
