To reduce violent crimes and increase public safety, shall the City of East Palo Alto increase successful after school, truancy, and job training programs, early intervention programs for children, programs to prevent child abuse and domestic violence, and increase community police officers and investigations, by authorizing a parcel tax for 10 years, subject to annual performance and financial audits by a citizens oversight committee and an exemption for senior citizens?
