In order to comply with a recent court decision interpreting the Right to Vote on Taxes Act, shall the City of Vacaville replace its existing in-lieu franchise fee and property tax fee on City water and sewer operations with an equivalent general tax on City water and sewer operations to avoid reductions in City services such as police services, fire and medical emergency response, street lighting, street and park maintenance, and programs for youth and seniors?
