Shall Section 406 of the City Charter, which provides that a council vacancy be filled by appointment during the first 30 days and thereafter by special election, be amended to provide that the vacancy be filled by appointment during the first 30 days or by special election, unless the term of the vacant office expires in less then six months and the election cannot occur at least 42 days before the next general municipal election?
