Shall Sections 1102 and 1103 of the City Charter, which now provide for the preparation and adoption of an annual city budget, be amended to provide for the preparation and adoption of either an annual or a biennial city budget, at the option of the city council, all as set forth in council Resolution No. 09 04-05?
