Shall Ordinanace No. 2004-014 be enacted to amend and modernize the City's Hotel Tax, increase such tax rate to twelve percent, clarify and reorganize the procedures for collection and enforcement of the tax, and provide full due process rights for all persons appealing the City's application of the tax?
