Shall Napa County Ordinance No. 04-1 be adopted? (General Plan amendment (i) prohibiting timber operations, as defined, within 1000 feet of a wetland or home, 75 feet of a seep or spring, and 50 to 325 feet of varioius streams on timberlands in the unincorporated areas of the County unless the land is zoned for timber productions; (ii) creating certain exemptions; and (iii) imposing civil and criminal penalties for violations.)
