(Amends Napa County General plan and Zoning Ordinance (i) creating a "Community Deli" Zoning District, (ii) outlining uses allowed with and without use permits, (iii) rezoning two parcels at 7787 St. Helena Highway and 1207 Oakville Cross Road (APN 027-300-021 and 027-300-020) from Agricultural Preserve to Community Deli, and (iv) requiring a vote of the people to rezone parcels to Community Deli.)
