Shall the General Plan and the Residential Growth Management Ordinance be amended to: allow 250 residential building permits ("permits") in 2004 and 2005 for the Bowtie Property and Ellis Transit Village from the existing annual allocation; and, if this measure recieves more votes, shall it nullify Measure "U".
