Shall the Ventura County Regional Open Space District be created and established; an ordinance become operative, establishing a one quarter percent (0.25%) sales tax in Ventura County for a period not longer than ten years for purposes of agricultural land preservation and acquisition of open space land and parkland under an Expenditure Plan with administrative expenses limited to 3%; and an appropriations limit for the District and citizens' Fiscal Oversight Committee be established?
