Shall the Sales Tax Authority for Roadway Repairs impose a retail transactions and use tax at the rate of one-half percent (0.5%) for twenty (20) years within Lake County and the cities of Clearlake and Lakeport, and dedicated at least 85 percent of the money to fix potholes and repair and maintain local streets and roads, and the rest to pedestrian, bicycle, and bus improvements, with all expenditures subject to audits by a citizens' oversight committee and that the appropriations limit for fiscal year 2003/04 be set at $3,000,000, as required by California Constitution XIIIB.
