Shall the proposed Charter Amendment which would amend Sections 26 and 30 of the Charter of the City of Burbank to provide that vacancies in the office of Council Member, City Clerk and City Treasurer shall be filled by a special election called for that purpose, unless less than 16 months remain in the unexpired term, in which case the vacancy shall be filled by appointment by the Council, and to provide that if a majority of Council seats become vacant, the City Clerk shall immediately call a special election to fill the vacancies and to provide that the exercise of the powers of initiative, referendum and recall shall be governed by the Elections code of the State of California, be ratified?
