To construct/renovate schools, reduce overcrowding and improve education, shall the Los Banos Unified School District Community Facilities District No. 1 be authorized to levy taxes on developed residential property of $60/year for 30 years and a developers' tax of $8,500 at building permit and $8,500 at certificate of occupancy, each adjusted for inflation annually, as provided in Resolution 17-03, issue up to $103,000,000 of bonds, and establish an annual appropriation limit in the amount of taxes collected, to be monitored by a Citizens' Oversight Committee?
