Shall Ordinance No. 1340 be adopted to adopt, for a period of five years only, a utility users tax of eight percent (8%) within the City of Rialto to fund such City general fund programs as police and fire protection, street maintenance, and park and recreation services and to authorize an exemption for that tax for low-income and senior-citizen households?
