Shall Ordinance No. 2550, an initiative ordinance of the People of the City of Redlands consenting to the City's extension beyond December 31, 2003, of the term of the contract with the county of San Bernardino to apportion sales and use tax revenue generated by businesses located within the unincorporated area known as the "Donut Hole" and for the City's provision of municipal services to the "Donut Hole" and approving an amendment to the City's General Plan relating to development within the City's planning area and sphere of influence, be adopted?
