Shall the Downtown Zoning Initiative submitted and circulated by the Alliance for a Better Downtown Milllbrae establishing a 25% limitation on the number of restaurants in the Downtown Improvement Area, as well as prohibiting specified uses and requiring conditional use permits for other specified uses in said Area, be enacted as an amendment of Millbrae Municipal Code Section 10-1.407?
