Shall the General Plan be amended to prohibit uses requiring urban facilities or services beyond the Urban Growth Boundary ("UGB"); to modify the UGB to incorporate the Northgate Christian Fellowship property inside the UGB; and to require a vote of the people to modify General Plan provisions related to the Urban Growth Boundary?
