Shall the General Plan policies related to the Urban Growth Boundary ("UGB") be reaffirmed and readopted to prohibit urban development beyond the UGB except for religious assembly and schools by use permit and public parks, and public/private recreation uses that do not require substantial public facilities or services and other public/semi public uses including golf courses under certain limited conditions; and be amended to require a vote of the people to modify these policies?
