For the purpose of increasing sales tax revenues to maintain essential and important city services, shall Cotati's General Plan and Zoning Ordinance be amended to modify an existing limitation of retail uses outside the downtown Hub area on a limited number of commercial parcels located west of US 101 and north of Highway 116, where any commercial projects located thereon, will completely comply with all applicable comprehensive city processing regulations, CEQA, and public hearing requirements.
