Should the Charter be amended to allow the current City council to set, by ordinance approved by 4/5th vote, both the maximum amount of expenditure of City funds allowed without prior Council approval, and the amount is a revolving cash fund, provided that said amounts can only be subsequently increased after each future City Council election?
