In order to construct a new middle school on property already owned by the school district, consisting of approximately ten classrooms, multipurpose room, gymnasium, kitchen, library, administrative support building and for related purposes specified in the District's Bond Project List, shall the Oroville City Elementary School District issue $6,000,000 in bonds at interest rates within the legal limit and establish a Citizens Oversight Committee to monitor all expenditures?
