Shall the Charter of the City of Richmond be amended to change the date in which the Mayor and City Councilmembers take office from the second Monday in November to the second Tuesday in January following an election, as set forth in Section 1 of Exhibit A of City Council Resolution No. 95-02 on file in the office of the City Clerk.
