Shall the Charter be amended to provide for advertised competitive bidding for contracts involving City funds exceeding $100,000, exceptions to competitive bidding, a definition of public work of improvement, a design build process, a method for determining the lowest bid when alternative bid forms or additive/deductive items are used, exemption from application of California Public Contract Code, and procurement requirements.
