Should the County of Humboldt provide funds for the purposes of maintenance, operation, restoration, construction and/or acquisition of county veterans memorial buildings, and for purposes as defined in Military and Veterans Code Section 1262 by levying a $10.00 per annum special tax on each qualified parcel of real property, beginning July 1, 2003 and continuing for a period of ten years, and reducing said levy to $5.00 per annum on each qualified parcel of real property thereafter?
