Shall Chapter 3.32, of Title 3 of the Sacramento City Code be amended to reduce the City of Sacramento utility user tax from seven and one-half percent (7.5%) to two and one-half percent (2.5%) over a four year period; and to eliminate the age and disability requirements of the existing utility user tax refund procedure?
