To improve our schools, maintain small class sizes, retain and attract quality teachers and other presonnel through competitive salaries, support campus safety, improve school maitenance, and enhance programs including science, music, libraries, counseling, special education, and athletics, shall Santa Ynez Valley Union High School District levy a tax of $80 per parcel for five years so long as a senior citizen (65 and over) exemption is provided, with guaranteed annual financial audits, and a citizen's oversight committee is established?
