Shall the Bear Valley Community Services District be authorized to levy an annual special tax in the maximum amount of $95.00 on each parcel of land within the boundaries of the District? The revenues from the special tax shall be used only for the limited purposes of paying the costs and expenses of constructing, opening, widening, extending, straightening, surfacing and maintaining, in whole or part, of any road in the District, including the installation and maintenance of recessed reflectors and similar safety measures, and to pay the costs and expenses of restricting access to the District's roads to landowners and residents of the District. The annual special tax shall not be increased above $95.00 on each parcel without a two-thirds vote of the voters in the District.
