Shall the proposed Charter Amendment be ratified, which would amend various sections of the Charter of the City of Burbank to eliminate obsolete language, provide consistency, clarify the powers and duties of certain departments and boards, change the name of two City departments, provide who shall act as City Manager in the event of the City Manager's absence, provide that the financial Services Department shall maintain monthly financial reports, raise the dollar amount over which public works construction projects are required to be awarded by the Council, require City boards to have Council approval prior to issuing subpoenas, amend the section relating to franchises and make numerous other minor changes?
