Shall the Moreno Valley Community Services District, which oversees Zone L (Library), be authorized to establish an annual parcel fee not to exceed $20 in order to provide funding exclusively for the construction and operation of a state-of-the-art Main Library Building at the Civic Center campus, with the new Library to emphasize technology and provide improved programs for the community, especially school age youth, with such fee revenues lawfully restricted for library uses only?
