CHARTER AMENDMENT. Shall Article VI, Section 1 of the Charter of the City of Oroville entitled "OFFICERS AND EMPLOYEES" be amended by removing as officers of the City, a judge of the city court and a board of five library trustees, and providing that an increase or reduction, appointment or removal of any officer, assistant, deputy, clerk or employee by the Council requires a four-seventh's vote?
