Without increasing local taxes, shall the City of Chico be authorized to approve development, construction or acquisition of dwelling units as affordable rental housing for low income persons, including the elderly and disabled? Such housing shall only be owned by private developers who receive federal, state or local assistance. Such authorizations shall be limited annually to an amount not to exceed 1% of the existing housing units in the City of Chico.
