Shall Ordinance 989 be adopted to impose a four year tax in order to maintain general City government services beginning at a rate of 5% and declining 1% annually to be imposed upon the following utility services: defined telephone, electrical, gas, cable television, and for collection, removal, and disposal of garbage, rubbish, and other refuse services?
