Shall the ordiance entitled "Residential Building Permit Moratorium," which would, with certain exceptions specified in the Ordinance, prohibit the City from issuing building permits for new residential structures in the City until such time as Avenida La Pata is constructed as a paved, divided roadway of not less than four lanes and opened for traffic between Avenida Pico and Antonio Parkway, be adopted?
